Minimum service packages

Health Partners International supports government partners to assess, cost and plan the development and implementation of Minimum Service Packages to support Primary Health Care delivery.

A Minimum Service Package  (MSP) is based on the criteria of burden of disease or risk factor and cost-effectiveness of the intervention. Before implementation on a national scale, we support stakeholders to integrate and adjust plans for Minimum Service Packages into their health policy, planning and budgeting processes, identifying funding gaps and supporting where possible the provision of free maternal newborn and child health services.

HPI uses a set of planning tools that encapsulate the MSP including a MSP costing model, a service delivery planning tool and a human resource planning tool.
