Technical Adviser, Health Systems Management
Dr. Garba Idris, a medical doctor from Northern Nigeria with a Masters in Public Health, has managed and worked in health services for over 30 years at primary, secondary and tertiary levels. He is a specialist in health services and procurement management, hospital reform, and senior programme management.
Background and relevant experience
Dr. Garba Idris was the National Programme Manager for the £68 million Partnership for Reviving Routine Immunization in Northern Nigeria / Maternal Newborn and Child Health (PRRIN-MNCH) programme in Northern Nigeria between 2007 and 2012. A highly respected and experienced health manager with an intimate understanding of all aspects of the health system and also of local organisational cultures, of institutional constraints to change – and of appropriate ways to challenge these, he provided wise and strategic leadership across the four States (Katsina, Zamfara, Yobe and Jigawa) and established the highest standards of programme integrity and transparency. He enabled PRRINN-MNCH to rapidly secure the trust, collaboration and active involvement of stakeholders across the states and at Federal level and “opened doors” for major initiatives of reform and change.
His ability to establish and deliver on large, complex, projects, has meant that his skills and talents have been utilised by those in the highest positions, including the President and Federal Ministry of Health in Nigeria. He has held posts within the Federal Ministry of Health as Senior Adviser to the Federal Minister of Health (2000-2008); Deputy Director (1994-2000) where he managed the Ministry’s major teaching hospital rehabilitation project (€100 million) allocated to training hospital staff and the refurbishment, equipping and maintenance of eight teaching hospitals; and Special Assistant (1998-2003). He was the Co-ordinator for the UNDP National Volunteer Programme in Nigeria (1992-1994) and Director of Policy, Research and Statistics at Kebbi State Ministry of Health, Nigeria (1991-1992). Prior to this Dr. Garba Idris was the Chief Executive Officer in charge of Sokoto State (Now Kebbi, Sokoto, and Zamfara) Health Services Management Board (1986-1991) and a lecturer in Public Health at Usman Dan Fodio College of Health Sciences Sokoto (1983-1986).
